Leadership

Dr. McNeil leads two distinct institutions — one advancing national security scholarship and policy, the other delivering professional advisory services to government, academia, and the private sector.

501(c)(3) Nonprofit

President & Chairman of the Board

The Sentinel Research & Policy Institute is an independent, nonpartisan research organization dedicated to advancing the scholarship, policy, and practice of counterintelligence and national security. Founded in 2024, SRPI operates at the intersection of academic rigor and operational relevance — producing research that practitioners and policymakers can actually use.

SRPI's work is grounded in a core conviction: that the United States cannot sustain its strategic advantages without a policy and practitioner community that understands the full depth and historical complexity of the counterintelligence challenge. The institute exists to build that understanding — through original research, published scholarship, policy engagement, and the development of the next generation of national security professionals.

As President and Chairman of the Board, Dr. McNeil sets strategic direction, leads the institute's research agenda, oversees its publications, and represents SRPI in policy, congressional, and professional engagement. The institute's research has drawn recognition at the congressional level, with SRPI cited by the House Permanent Select Committee on Intelligence in support of the SECURE Act.

Congressional Recognition

SRPI's research was cited by the House Permanent Select Committee on Intelligence (HPSCI) in the legislative justification of the SECURE Act — recognition that the institute's work is informing active congressional deliberation on national security policy.

Sentinel Journal — SRPI's peer-reviewed research publication covering counterintelligence, strategic competition, and national security policy.

Sentinel Review — Policy commentary and analysis for practitioners and policymakers, bridging the gap between academic research and operational relevance.

Policy Engagement — Congressional outreach, executive branch engagement, and participation in professional organizations including INSA, AFIO, and IAFIE.

Research Programs — Original empirical and doctrinal research on CI strategy, insider threat, adversarial state operations, and the behavioral dimensions of intelligence.
